Administrative Operations Specialist
Modoc National Forest
GS-11

The appointee reports to the Forest Supervisor on the Modoc National Forest to provide a variety of administrative and management support services. Among those duties is the responsibility to ensure that Forest administrative activities are implemented efficiently and consistently across organization, between the Supervisor’s Office, and District offices.

The appointee will be the central point of contact for administrative policy, standardized practices, and the utilization of centralized administrative support such as ASC and ISO. Likewise, these duties will also include monitoring and identification of challenges posed by centralization and changes to work flow processes. Other responsibilities are the research and resolution of different kinds of problems, in which, recommendations and coordination are made to ensure agency procedures and guidelines are followed and changes communicated.
Appointee supervises a small staff, including a Business Management Assistant and Mail Clerk (less that 25% of time). He/she conducts performance evaluations, approves job training, promotions, recommends awards, disciplinary actions, and participates in the selection process of new employees.

Also provides leadership on the Forest organization/workforce analysis. Evaluates operations develops proposals to restructure organizational/program areas, which require redistribution of significant tasks or positions that are distinct but interrelated. Appointee utilizes basic analytical skills such as simple cost/benefit and workflow analysis. He/she advises management on the distribution of work amongst positions/organizations to ensure the efficient use of jobs and employees in program support areas. Importantly, the appointee will work in partnership with local union and HR liaisons on Forest management, organization issues, and shares responsibility to assure Civil Rights programs and objectives are priority items in management actions.

DISTRICT: Located in northeastern California, the Modoc National Forest is bounded by the Oregon State line on the North, Medicine Lake Highlands and a volcanic zone on the West, Madeline Plains to the South, and the Warner Mountain Range to the East.

Duty location: The Supervisor’s office is located is Alturas, CA. which has a population of 3000, and is the county seat of Modoc County. Alturas is a full service community with hospital, doctors, public schools, businesses, and recreational facilities. The cost of living is reasonable. Home costs range from $50, 000 to $160,000. Rentals for 2-3 bedrooms are approximately $300-$500.
